The core competitiveness of enterprises is a competition of talents. The building of professional and technical personnel for various types of enterprises, especially medium-sized enterprises with the technical set a far-reaching impact. Because of the traditional "official position" thinking and the types of treatment with the corresponding difference, the career development of employees are often the only channel focusing on the development with a single track of the management. However, the traditional, single career development channel will often lead to the choice facing a dilemma: the large number of outstanding professional and technical personnel promoted to the positions of management, the company will not only lose their outstanding professional and technical personnel, but also may have the incompetent managers.To solve this problem, the paper makes system research on the research-oriented enterprises "double-sequence" human resources management model, which takes CNPC International Research Center for background. The article also designs specific management programmes and makes practical applications, among which, the main contents and progress are:Firstly, the paper carried out analysis, summary on the area of human resources management at home and abroad on the various incentives theoretical research. It analyzes theoretical foundation of the "double sequences"management model, and also bring forward basic ideas of the model.Secondly, for combining CNPC and other large state-owned enterprises'human resources management status quo, it summed up the research-oriented enterprises existing allocation of resources and senior personnel selection methods, and set out the problems of the management practice of professional technical team, and analyze objective conditions of creating the"double sequences"management mode.Thirdly, combining the position setting situation of the center, we put forward the need analysis for"double-sequences"mode of the research-oriented enterpriseAgain, the article progresses the design of the"double-sequences"mode, including: professional level draw, position sets, salary structure and evaluation system design. Among these, it laid stress on the expert management programme, which including assessment procedures, expert management, training and development programmes.Finally, with the implementation of the experimental work of the "double-sequences"mode, the paper gave out the procedure, analyzed the results, and summed up the problems when operating.Application practice shows that the research-oriented enterprise human resource management of"double sequences"model can be used to meet the development of the staff career needs, so as to stabilize the core staff team and provides a good guarantee for the continued competitiveness of the organizations.
