That will involves logistics activities covering different areas. The emergency logistics is a special logistics action in order to provide the emergency material to deal with incidents. There are two aims that emergency logistics want to reach. The first is to deal with incidents at the best early start-time, and the second is to reduce the total cost of dealing with these sudden public incidents as it can.With accelerated development of social informational progress, the requirement for spatial information of government, enterprise and individual has been continuously increased. The changes of computer science and wireless network technology have brought infinite energy to the application of Geographic Information System (GIS). And mobile GIS, which based on mobile intelligent terminal has become a new research field. We should make use of mobile terminal and mobile internet technology, based on technique platform,meet the aim of address seeking,best route analysis in the cources of material transportation and delivery, which helps the decision maker to solve complicated spatial problem, providing a kind of tool of assistant decision-making for the high manager of emergency affairs. And meanwhile, the application which makes GIS satisfied the geography information query and spatial decision.In this point, the decision maker could understand, analyze each main facters and the correlation of them in the process, and make a decision availably in the end.Beginning with the connotation and research content of the emergency logistics, this paper analyzes current situation and characteristics of emergency logistics management, and also makes a risk-analysis on factors that influences the operation of emergency logistics. Besides, this paper introduces the theories of mobile GIS, expatiates the mobile GIS by its components such as wireless communication, wireless positioning,mobile computing,embedded technology, etc. Chapter 4 and chapter 5 present on especial discussion in the emergency logistics decision optimal based on mobile GIS, and meet the related problems of the mobile GIS system design and development faced to emergency logistics.
