The Mode Of Research And Management Of Xi'an Netcom Corporation's Network Maintenance Services Outsourcing

With the reform of Chinese economic structure, the telecommunication industry has lost the original governmental function and become the real enterprise. In the face of the times' rapid changes, the telecommunication enterprises must deal with many tough problems, such as how to conform, master and even lead the trend of development, how to break through tangible and intangible restriction.For a long time, telecom operators and equipment manufacturers cooperate as buyer and provider, and equipment manufacturers do not bear the obligation to maintain network equipment. But recently, costs of network maintenance is sharply increasing as the operators require higher service level. All telecom operators are searching solutions to achieve lower operating costs, improve operational efficiency, reduce investment and enhance organizational flexibility and market competitiveness. Network maintenance service outsourcing will fit them. However, not all telecom operators are able to make full advantage of outsourcing. Blind selection of outsourcing mode and lacking of outsourcing management will decrease the effect.This paper makes researches on the mode of service outsourcing and management, taking Xi'an Netcom Corporation's network maintenance services outsourcing as an example. After remind of the theory of service outsourcing and researches in this field, we analyse the management status quo and problems existed in the company, the necessary of the company's network service outsourcing. Based on the comparing some outsourcing modes and the characteristic of network maintenance in the telecom industry, we choose embodied mode to build an outsourcing vendor selection system and establish a model on selection method with AHP. And then we make a further discussion on the implement and management measures of the mode.This paper mainly discussed an example based on service outsourcing management theory. The advantages are: first, from a new angle network maintenance service outsourcing mode is analysed in Xi'an Netcom Corporation with service outscourcing theory; Secondly, a good service outsourcing mode is established, service outsourcing vendor is selected with qualitative and quantitative analysis, and the implement of service outsoucing is dicussed; Thirdly, a multilayer analysis structure mode is established, with AHP which is put forward by American OR academician-Sati and factors of enterprise outsoucing ventor selection congregated in the matrix...
