21 Century is an era of various opportunities and challenges, as well as an era of severe competition, thus enhancing Human Resource Management (HRM) is a crucial subject. Due to the important position of young staff in a company, the development plan of this group should be the significant part of a company development plan, and it is also the fundamental task of maximizing the benefit of The First Resource of a company. At present, construction companies are encountered competitions and challenges, seeking a set of scientific and effective HRM scheme specialized for young employees has become a problem waiting to be solved. Therefore this dissertation takes Human Resource development plan for young employees of The Fifth Company of China XinXing Construction and Development General Company (CXXC) as an example and to analyze. This dissertation is divided into four parts: the first part is an introduction, in this part, the background, the aim and the significance of this work are presented to explain the study thoughts and methods; the theory summaries of HRM & Incentive is laid out in the second part, Incentive, Human Resource and HRM are defined, this part explains the current contents of HRM, and discusses the HRM theories basic of the company; the current situation analysis of young employee HRM of The Fifth Company of CXXC is demonstrated in the third part, it states the current situation of young employee HRM of The Fifth Company of CXXC, researching the reasons of problems existing; the last part introduces the targets of young employee HR scheme and implement countermeasures of the example company. By studying this topic, a set of feasible HR development scheme for young employees is expected to be found out, stimulating work enthusiasm of young staff, and effectively leading the direction of their career, and it is also supposed to be useful to the other companies.
