Person with ability is the first resource of a company. At present, the competition in market is more and more bigger. The companies must regard the training of persons with ability and creating more opportunities to the staff to learn more new skills, for adapting the request of company development and existing in the competition. So, how the enterprise can use the effective resources to construct the core competitive ability and promote the training quality and construct a training system which can adapt the enterprise strategy development is urgent. This paper introduces the certain history background which the research focuses on, and analyzes the relationship between the enterprise strategy and staff training, which includes the training strategy, the enterprise general strategy, the competition strategy, and the organization developmental strategy. The paper is based on the domestic practice, taking Hualu Engineering and Technology Ltd., Co. as the research object, introduces and analyzes the present situation of the human resources management and particularly the training section, pointing out the existing shortcomings and deficiency as well. Moreover, according to the application system training theory and from the strategic point of view, to promote training to the strategic altitude embodies in proposing Hualu company's overall training plan, including the formulation training strategy, design training implements and management flow. The establishment of training management mechanism thus establishes the training effect evaluation system. Taking the enterprise strategy as the guidance, this system enables training to serve well the enterprise strategic need, and lays the steady foundation for the enterprise development, which subsequently promotes enterprise human resources competitive power.This article combines the theoretical research and practical survey, so that the training will be closely integrated with enterprise strategy which provides Hualu company's strategic development with the powerful HR supports and remarkable economic efficiency.
