After the 21st century, enterprise's development is facing a more brutal competition, especially talented person's competition. In order to obtain the survival and the development in the competition, the enterprise must insist humanist, pay great attention to the development of human resources, and take staff training as a strategic question in the enterprise development, give to take seriously. In making and implementing key activity of the enterprise strategy, staff training is a core management activity. Therefore, how does the enterprise implement more effective resources, construct core competitiveness, and promote the staff quality, design and implement adaptable training has become the key question which the human resources department must solve.At the present stage, some questions of the staff train are exposed in majority enterprises, which causes enterprise's training and the strategy comes apart. It explains full that the present training system does not adapt the market competition. The modern enterprise's survival development sets a higher request to the staff training system. The construction of the enterprise training system will be helpful with the enterprise strategy organic synthesis in forms enterprise's core competencies, thus helps the organization to gain and maintain the competitive advantage.Strategic training is one kind of strategic idea, which emphasis the organic synthesis of enterprise training system and the enterprise development strategy, provides the support the organization goal and sustained development of enterprise. In this paper the development of the traditional system of inadequate training, recalls the academic and abroad theories of enterprise training, builds on the theoretical foundation of strategic training system, discuss the process and methods of enterprise training system building. It also illustrates the process of building this system through combining practical examples, evaluates the effect of the system objectivly, and tries to find a new way to solve the problems in the training system building.
