The rural old-age problems in recent years has been great concerned by the academic.Researching and improvement of pension problems of farmers who account for 70% of the China's population is a far-reaching significance of the theoretical and practical significance.As China's entered the aging society, the pension burden of farmers is increased, and the empty nest families with emerging issues the traditional model such as the impact of the "bring up their children for old age,".With the surging wave of the old-aged, the rural old-age problem is becoming increasingly prominent and urgent. The China's rural social old-age insurance system in 1990s has been stalled for some reasons.With the socio-economic and cultural development, the establishment of realistic rural social old-age insurance system is that the Government must face and An urgent need to address the problem.This article attempts to take Longhui County in Hunan Province as an example to explore the rural social endowment insurance system for the practice and development, and that the government should attach importance to rural social endowment insurance system for the establishment and perfection of design is more practical manifestation of the social welfare of the rural social old-age insurance System.This article is divided into five chapters.The first chapter describes the purpose of this study and the significance of the review of the literature related to the outcome, a social justice theory, theory of the new system, the responsibility of the Government's support based on the theory, introduced the study of the basic ideas and methods.The second chapter describes the viability of the establishment of rural social endowment insurance system and the need to improve the existing system in Longhui County.Chapter III of the assessment of China's rural social old-age insurance system and the County Longhui the development of rural social endowment insurance of course.The fourth chapter describes the inspiration on the rural social old-age security at home and abroad for Longhui County , especially in recent years.Chapter V proposed construction of the rural social endowment insurance system for the general idea in Longhui County,, and provide some references to perfect the rural social endowment insurance system for local governments in Longhui County.
