A Research On The Endowment Insurance System In Rural Areas In China

Establishing and perfecting the rural old-age insurance system is the requirement of constructing harmonious society comprehensively, accelerating the town's development, resolving the "Three-agriculture" problem and facing the challenge of aging society, which is also a long-term and arduous social systematic project. Accomplishing this goal is not only concerned with social justice and citizens' right, but the economic development and the social stability. Essentially, the social insurance should cover all the people, without having the division of countryside and the city. Especially in western developed countries the social insurance systems have covered all state nearly. But in China the urban-rural binary social structure leads to the difference between rural and urban inhabitants when they enjoy the social insurance.Based on practice and reform in the past ten years, although we have formed the basic framework of the rural old-age insurance system to some extent, but it is very imperfect. As opposed to other countries, we should accelerate the development of the rural old-age insurance system. It is a primary subject in our county how to realize old-age insurance and establish a scientific and reasonable the rural old-age insurance system which is suitable to the current situation.This thesis adheres to the View of Scientific Development——the Coordinated Development of Urban and Rural Areas. Based on the domestic research, it draws the experience of the rural old-age insurance system abroad. It summarizes development of the rural old-age insurance legal-system, states its current situation with specific analysis of separate area, and analyses the reason of current institutional system malfunction from macro and micro perspectives. According to the previous discussion, it presents the basic preposition of the rural old-age insurance legal-system combining the current situation of rural areas, including the principle, the path of thought, the choice of mode and the solving method etc. It deals with the building of the rural old-age insurance legal-system, the accumulation and operation of the rural old-age insurance fund, the reorientation of government responsibility, covering the, circulation of land and the reform of census register. It puts forward the proposals to the retirement age design and the fund management. All is expecting to provide the theory foundation and the policy reference for rural old-age pension system construction, and realizing the city and countryside unification old-age insurance system finally.
