Study Of Chinese Rural Social Endowment Insurance

According to the statistics, China, as one of the developing country, holds a great deal of rural population which takes up 63.91% of the whole Chinese people, and the rural elderly seizes on 75% of the whole national elderly. Under the international experiences, it is available for modern country to endure the social aging phenomenon only by establishing the social endowment insurance ahead of 20 years before the population aging boomer. Otherwise, it will badly influence the social development and will lead up to serious social problems. Currently, our country implements the Duality Mechanism Endowment Insurance and focuses on the cities, while the endowment insurance of rural area is in an early period. The fore-passed ten years witnessed the great achievements of the fundamental frame of the rural endowment insurance after the ten years'practice and revolutions. However, the frame is still incomplete, which needs great changes for the new population aging boomer in 2030s to set up a new Chinese Characteristic system of rural endowment insurance that can accommodate the basic Chinese situation and the requirements of the market economy. Since the Rural area-based Contracted Responsibility System, the new rural endowment insurance system is considered as the most important system which is the necessary needs for Chinese rural development and the social progress and the guarantee for radically solving"Three Agriculture"questions, establishing the harmonious society and realizing the well-off in China.Beginning with the definition of the rural social endowment insurance, the paper tries to systemically explore the rural social endowment insurance based on the qualitative or quantitative analysis for the status in quo. By the means of already theoretical research, it sums up the practical experiences of the rural social endowment insurance and learns from the foreign related significant theoretical innovation. Then it tries to put forward a Chinese characteristic rural social endowment model which is adapted to the Chinese productive ability and economical structure after fatherly analyzing the situations of Chinese rural endowment insurance and states some necessary conditions with the purpose of providing theoretical basis and policy consulting for the perfect Chinese rural endowment insurance system with great overall planning for city and rural area.
