Agricultural Mechanization And The Transfer Of Rural Surplus Labor Force Correlation Of Jilin Province

Movement of rural surplus labor force is the only way to close the rupture between urban and rural areas and increase the income level of farmers, but also the key to solve"Problems about Agriculture, Rural areas and Peasantry". Reports on the 17th national congress of the communist party of China pointed out that"We should strengthen the basic position of agriculture, follow the path of agricultural modernization with Chinese characteristics. Orderly transfer of rural surplus labor force out, is the only way". And this provided policy support to the rational and orderly flow of rural surplus labor force.This paper used the successful experiences at home and abroad, combined with Jilin Province, to the movement of rural surplus labor force as a complex systems engineering, and using a analytical methods of combination of theory and practice, qualitative and quantitative, using Gray System Theory as the main method of quantitative analysis, intensive studied the movement of rural surplus labor force, and put forward corresponding strategy. The article conducted an active exploration with a theoretical value and practical significance in the issues such as to promote the flow of rural surplus labor force, accelerate the pace of agricultural mechanization in Jilin Province, promote rural economic development by leaps and bounds, solve"Problems about Agriculture, Rural areas and Peasantry", build a new socialist countryside, comprehensively promote the construction of a well-off society in our province and so on.⑴Chapter I discusses the background of the topics and the purpose of the research, and expounds the status and methods of research at home and abroad. And finally, put forward the article content and research methods and technical routes.⑵Chapter II studies the fundamental issue of development of agricultural mechanization----what is agricultural mechanization (Definition), why should develop agricultural mechanization (Purpose); Then studies the status quo of agricultural mechanization in our country, and what kind of agricultural mechanization should we develop (Goals, Methods and Mode selection), and finally studied the development status and problems of agricultural mechanization in Jilin Province, and provide a theoretical basis for the next step planning how to develop agricultural mechanization in Jilin Province. ⑶Chapter III described the concept of movement of rural surplus labor force, summed up the flow status and main features of rural surplus labor force in our country, further analysis the main driving forces, as well as the law and significance. Finally, analysis the status quo and existing problems of the rural surplus labor force in Jilin Province, and expound the reasons for the constraints of labor force.⑷Chapter IV discusses the relevance between the labor flow in Jilin Province and agricultural mechanization, and mathematical calculates the correlation between them by the method of quantitative analysis of the economic system, and analysis the impact factors according to their correlation, thus provide theoretical basis to the next step make policy recommendations in order to accelerate the development of agricultural mechanization and the transfer of rural surplus labor force.⑸Chapter V makes policy recommendations for accelerating the development of agricultural mechanization and the transfer of rural surplus labor force, in accordance with Jilin Province's own resource endowments and economic and social environment.
