Research On Government's Responsibility In The Endowment Insurance Of Migrant Workers

1A special group named migrant workers came up in the process of urbanization, and they walked out rural and into urban, released rural pressure, increased urban vigor. It aged couldn't obtain its deserved endowment insurance that made great contributions on urban and rural development. Since the country was founded, social endowment institutions of town and rural were divided into tow pieces by binary economics system, and 90% above funds on social insurance centered by endowment insurance invested into the urban people. After reforming and opening, a great many of surplus-labor emigrant from rural worked in city, they have peasants'identity, and engaged in workmen's work. The double identities resulted in the blank of endowment insurance between the urban and rural. As the restraining of subject, object and system, interests of migrant workers'endowment insurance absented seriously. Nowadays, the problems of migrant workers'endowment insurance are not serious or acute, but the heavy burden will remain to governments, society, and families after many decades.At present, governments at all levels aware the importance of migrant workers` endowment insurance explore actively on various aspects of it, but its problems are still remaining in the process of implement, such as standard height of fees, fraction of coverage lows, division and junction are hard, cetera. Governments'responsibilities are inescapable as the provider of public welfare. Starting from the angle of governmental responsibility, the specificity and importance were considered thoroughly, and status and complement of governmental responsibility in the endowment insurance were discussed, and its further complement and development would be improved. It is just the paper's purpose.The paper comprised four parts:Part I: explaining of migrant workers and their endowment insurances. First of all, definition of migrant workers and their scales and structural characters were defined. Based on traditional definition concluded academic circles, new definition of migrant workers'identity-new industrial worker, and their transitional roles in our process of urbanization were designated. They must become an important force of working class. At the same time , this paper analyzes the speciality and importance of the migrant workers` endowment insurance considering the speciality of the migrant workers'identity , based on the summarization of the definition and characteristics of endowment insurance .Part II: analysis of government`s responsibilities among rural migrant workers'endowment insurances.This part analyzes the necessity and possibility of government's intervention in migrant workers'endowment insurances from the governmental responsibility point of view, and raises the responsibility requirment of the migrant workers to the government . As the public goods provider , macro-ecomomy controller and external effects eliminator, government has the necessity to take on responsibility in migrant workers'insurances as a public welfare work ; moreover , the government's taking responsibility on this work is also viable based on its willings and power . Then after this analysis , this part puts forward the responsibility requirment of the workers to the government , that is : what kind of responsibility the government should take .Part III: status of governmental responsibilities among migrant workers` endowment insurances.This part analyzes and summarizes the currant conducting situation of the government`s responsibility in migrant workers` endowment insurances . Firstly , it recognise highly of the government's work in policy conducting , modes choosing and fund supervising of the rural migrant workers'endowment insurances . Then it summarizes the deficiencies and obstacles of this work and analyzes the internal and external reasons for this , with the hope of optimizing the governmental responsibilities in rural migrant workers'endowment insurances.Part IV: complements of governmental responsibilities among rural migrant workers'endowment insurances.This part is about how to optimize the government`s responsibilities in migrant workers'endowment insurances , which is the main body of the paper and the final achievement based on the analysis before . It raises suggestions in these four aspects: First,strengthen the government`s consciousness on serving the migrant workers,in order to supply the foundation of optimizing the government`s responsibilities in migrant workers'endowment insurances . Second, eliminates the systematic obstacles and transform the urban-rural dualistic structure Abolish the dualistic household registration system to ensure the migrant workers'entering into the urban citizens'endowment insurance protection with an equal identity . Third , complete related law to regulate the system . Make sure we have law to refer to during our practice.Foure,strengthen the consciousness of migrant workers on social endowment insurances .Five , clarify central and local governments'responsibilities to realize the harmonious combination .The migrant worker issue is one of the mostly concerned issues in recent years . It is not only concerned with the workers'living guarantee , but also important for optimizing our social security system , promoting social fairness and establishing the harmonious society . In the mean time , the study on government`s responsibilities in rural migrant workers'endowment insurances will also optimize the development of the government`s responsibilities .
