A Study Of Construction Of City Group In Western Liao Ning Province

The western Liaoning city group is the key position of Beijing pond economy circle and central Liaoning city group , is the third economy plate of Liaoning Province. The development of western Liaoning city group is not only important to Liaoning but also to the whole northeast of China. The article do research in development from its current state of western Liaoning city group.There are four parts except introduction.The first part is the research of its nature situation. City group of western Liaoning is coastal,has nearly 30% population of Liaoning, agricultural population being a big part of it.The drout has been serious, and the natural environment has been Severely damaged. Coal, oil and other non-renewable resources have been close to the depletion.Economic restructuring and development of alternative industries problems have been standing out.In the second part,is the research in basic theory of the structure of city group. The structure of urban agglomeration will be grouped into four levels,including structure of city group, social structure, economic structure, and functional structure. And then is the research in some large city group all over the world based on the four leves. They all have something in common, for example, they have great location, big city scale,largh population, reasonable structure ,traffic environment, and so on. The city group of western Liaoning Province also have some nature advances, for example: convenient traffic for goods and information flowing. But there are also some defects, small portion of urban population, low economic level, the process of industrialization and urbanization process, as well as both urban and rural incomes and the average level of the province have a big gap, large percent of agriculture, industrial base for the city to rely is on a solid foundation. First city in the radiation is not enough, and little relationship between five cities.The third part gives some advices in four aspects. Firstly, planning the agglomeration and function, coordination of education, culture, sports, health, information. Establish the scientific concept of development, and achieve"green development"and"harmonious development". Secondly, reform the household registration system, improve the quality of employees to improve the ability to enhance radiation. The third is the development of the port industry, using the self-advantage to build base of material reserves to achieve the optimal integration of the port. The fourth is to adjust industrial layout comparative advantages, take complementary regional industrial cluster development,develop economic park, and promote technological innovation.The forth part gives analysis of administration construction of western Liaoning Province, compares with some big-middle city group. There are some defects: cooperation is not in depth, the lack of overall planning, lack of role of central government. Reform the administrative system and build a reform of the system, and reform the examination system of government officials. Build a cooperation to do the development of policy,infrastructure,resource integration, and so on. Higher levels of government efforts to support city group of western Liaoning and set up a regional cooperation in the development of western Liaoning, and set up a special fund earmarked for the construction of urban agglomeration.
