Along with the economic development, the port play an increasingly important role in economic. Liaoning coastal ports is an important port group around Bohai cluster strength, but during the development there are duplicate construction, function disorder and competitive issues recent years. Previous researches gave advice more from policy aspect, and the maneuverability is not strong.To address this issue, first of all, the author briefly explains the define of the port and the port group. Then introduce the development process of the port and the formation of the port group. The author emphasis on the analysis of China’s five group coastal ports, and Liaoning coastal ports have a very strong competitive force, in the Bohai Sea port cluster. But relative to the Tianjin Port Group and the Shandong Port Group, there is a certain gap between them. Then the author explains the hinterland of economic impact which is very important impact for the development of the port. Then analyzes the mutual relations of hinterland economic and the development of Liaoning coastal port group to come to the conclusion that the hinterland economic of Liaoning coastal port restrict the development of port industry. Then the author proposes that the hinterland of the economy is the first thing to do for the port integration. Then the author uses the systems analysis to find the development, strengths, weaknesses of every port city in Liaoning coastal, and come to the point that the harmonious development port group pattern is that Dalian Port and Yingkou Port are Center Port, Jinzhou Port, Dandong port are auxiliary port,and the Panjin Port, Huludao Port are the complement port. as below, sub-regional integration laid the intuitive basis. Port integration is a complex system, involving different cities, regions, the interests of all chain ports. So the research of the Port integration are all political, and the implementation is very weak. For this problem, the author chooses12indicators which are closely related to the development of the port industry, uses group average method, Euclidean distance to the six ports hierarchical cluster analysis, and obtaines the three levels of the port:Dalian Port as the first layer, Yingkou Port and Jinzhou Port, Dandong port for the second layer, the Panjin Hong Kong, Huludao Port for third level. Then combined with the integration of Liaoning coastal ports, the author makes the idiographic integration of Liaoning coastal ports. Then make the conclusion that the early integration of Liaoning coastal ports must take government-led alliance type and post-integration must use government-led compact. Integration of the port is divided into three regions:the port area of western Liaoning Province (Jinzhou, Huludao), the port area of middle Liaoning Province (Yingkou, Panjin), the port area of eastern Liaoning Province (Dalian, Dandong). Port integration is divided into two stages:the first phase is insisting on the orientation of the port to the development of small range of ports group of its own power, Under the premise of the port integration framework.1firstly JinZhou port integrates HuLuDao port which is relatively weak to make the mineral and energy exports specifically ports. YinKou port funds JinZhou port to jointly develop the Panjin new Port Area, Dalian funds Dandong port to help the growth and development of it. When the first phase is done then promote the integration of the second phase of the port. The main task of the second phase is that to form a cooperative mode of development between the port area of western Liaoning Province and the port area of eastern Liaoning Province. Specific tasks is that under the "Strategic Cooperation Framework Agreement" signed with Jinzhou Port, Dalian Port, the two ports are going to carry out comprehensive cooperation in the field of capital markets, ports and logistics, and the development and construction of the west of Jinzhou Port waters. The ultimate purpose is to form a competitive core port of Dalian Port, Yingkou Port in Liaoning coastal port cluster system.
