The development of underdeveloped areas of the economy is indispensable for the development of local small and medium enterprises, because small and medium enterprises in China's national economy played an important role. And small and medium-sized enterprises operate in the lack of resources. The lack is, lack of funds, lack of information, as well as masters the three aspects of human resources. Resources in the enterprise operation which play a decisive role are human resources. Competition for science and technology talents is key factor whether the sound development of small and medium-sized enterprises. Therefore, the small and medium enterprises which are in a particular region as the less developed regions, can clarify the impact of absorbing the factors of scientific and technological personnel as well as the relationship between the influencing factors, how these factors affect the role of science and technology to attract talent, for these small and medium-sized scientific and technological talents in attracting the use of them, and maintain their own development, has a practical significance.In this paper, first of all for the less developed regions have been defined and the economic characteristics of this regional have been analyzed. Less developed regions by means of history, location and other conditions and the impact of imbalance in development strategies, in the economic and social development have a wide gap between the levels of developed region. These features reflect the small and medium-sized enterprises in the system, subject to the constraints of large enterprises. At the same time, less developed regions and developed regions of the small and medium-sized enterprises have significantly different.
