With the pace of global economic integration speeding up,China has entered into the ranks of the world's factory.The equipment manufacturing enterprises pay more attention to the selection and development technical talent.Nowadays,China has introduced a number of foreign advanced assessenmt technologies and the evaluation systems.However many of these technologies and systems are developed in different situations,and they are not suited to China's national conditions and characteristics of human resources.Meanwhile,there are no mature talent assessment systems in China.In this article,a representative selection of equipment manufacturers - CHANGCHUN RAILWAY VEHICLES CO.,LTD.(short for CRC) is taken as an example,and the study subjects are CRC in-service technical talent. According to the potential quality of technical talent,the application of modern Evaluation theory and results,we set up the technical assessment system of equipment manufacturing enterprises in China.The results can not only be used as the selection of equipment manufacturing technical talent,but also be a kind of foundation work for staff training and development in equipment manufacturing enterprises.Technical talent of equipment manufacturing enterprises means that a secondary, college,university undergraduate(or equivalent level) and above,in which equipment manufacturers engaged in the production process or processes related to professional and technical staff,with the theory of technology and skills-Agent Combining the rich spirit of challenge,autonomy,and good at communication and so on.To carry out their job responsibilities will be summarized in the following areas:technological innovation and achievements,scientific research,experiment and verification,information feedback. Technical talent of equipment manufacturing enterprises is a kind of risky and migrant resources;therefore,according to the contribution to the capacity of its value in accordance with changes in trends,the life cycle can be divided into four phases:learning inputs, growing,maturing and transition.Evaluation of modern human resources management with a specific technology,the level of human knowledge,intelligence,skills,special abilities,and individual characteristics,career orientation and development potential of a comprehensive evaluation of the quality.Evaluation of the features include:identification of features,the forecast function,diagnostic features,functions and incentive-oriented features,and with the development of human resources,to improve personnel management,as well as the development of a sound level of the role of the talent market.Evaluation methods also progress with the times and become more perfect and rich,in general,divided into traditional and modem methods of assessment of two methods of assessment.This article would like to select the number of at least,the most effective evaluation of technical personnel and equipment manufacturing enterprise evaluation index system of evaluation methods.Therefore,we choose written testing,interviews,analysis, psychological testing and assessment center to assess equipment manufacturers staff. Specifically,the use of corporate development of the knowledge written in the form of the questionnaire;a semi-structured interview form;biographical analysis of the right to choose the way of re-analysis of sheet;selected psychological tests in the DISC personality test, aptitude test of general mental health assessment and adults system;Evaluation Technology Center has chosen to have the role of panel discussions and case analysis as evaluation tools.In this article,data analysis,expert interviews and other quantitative analysis and qualitative analysis of the way manufacturers build the equipment and technical personnel rating index system,the index system of three-level indicators,namely:-agent,knowledge and ability to and broken down into 14 indicators.Specifically,the Agent,including self-confidence,understanding,sense of responsibility,mental health and physical fitness; knowledge,including school education,expertise and social knowledge;capacity,including learning ability,communication skills,collaborative ability,practical ability,innovation and the use of experience of capacity.The weight of the first layer index is calculated by Weight Factor and the weight of the second layer index is computed via AHP.Weight factor table to determine the basic purpose is to use a small number of factor to many of the indicators or factors to describe the links between the relevant comparison is about to close to the number of variables in the same category,each category of variables into a factor(the So factor called because it is an observation,not a specific variable),with less information on a number of factors to reflect most of the original information.The Analytic Hierarchy Process(AHP) is adopted by the relevant experts of the evaluation indicators of the degree of importance and relevance judgments and evaluation to determine the weights of evaluation indicators.Experience of the experts will understand and determine a rational combination of indicators of the importance of evaluation of the extent of 22 in the comparison process,making subjective judgments of uncertainty significantly reduced.According to the assessment indicators selected,we choose the appropriate assessment methods or tools,and set up the equipment manufacturers' assessment methods system. Evaluation of each selected method or tool to evaluate the evaluation of one or more indicators can be calculated through a weighted average of the scores for each evaluation indicators.In this article,the design of equipment manufacturing enterprise technical assessment system is still need for further empirical testing,to be argued again and again.If carried out for different positions of the analysis of detailed research,evaluation results will be more reliable.How to accurately use these methods of assessment need to be further explored.
