In view of this situation, many countries in the world are adjusting mechanism, and gradually increase the government budget and encourage social investment, which promotes the development of bio degradable industries and strive to seize the future of international competition in the industrial high ground. As a biodegradable material market demand is gradually increasing, and it has a strong application, driving and high growth, with the dual characteristics of the demand of knowledge economy and circular economy,that becomes pilot industry creating of green GDP. In the need to adapt to the development of bio based materials industry in China, the strong support of Jilin Province, Z company and its partners jointly established L Co., Ltd., investment together and construction of poly lactic acid project.This paper is the progress of project management, quality management and cost management knowledge with the project construction practice. First of all, L company's poly lactic acid project in the progress of management control, cost management and quality control of the problem description and analysis of the cause of the problem, combined with previous experience in project construction management and the theoretical knowledge of project construction management,putting forward the progress control, cost control and quality control of poly lactic acid project to improve the project, and the guarantee measures of improving scheme.This research systematically analyzes the management process in three aspects of the project construction, and puts forward the improvement project of the projectconstruction management, paying attention to theory and practice, and combine the construction of the project of poly lactic acid with L Co., Ltd., detailed preparation of a set of strong, high degree of standardization of the program, with a view to the project construction management process theory research and practical application of the guiding role.
