With China's accession to the World Trade Organization, State-owned holding companies to participate in domestic and international competition is becoming more deeply. Enhancing the competitiveness of State-owned holding companies has become a major event related to the survival and development. Compared with the general staff, as the main part of technological innovation, technical knowledge workers' influence of the competitive edge of State-owned holding companies is increasing everyday. They are the core resources of their enterprises, and key of the source of technological innovation and development. Especially in recent years, the State-owned holding companies have ever-increasing demands of the staff of technical knowledge workers. Effective development and utilization with technical knowledge-based workers has become the fundamental driving force of State-owned holding companies development and competitiveness. But the overall level of performance management in State-owned holding companies is still low, particularly for technical knowledge workers, the performance management system has not yet been established, there is a lot of problems in the performance management of technical knowledge-based workers.This paper reviews the literature at home and abroad and generalizes the actuality of knowledge workers and performance management theory, and then analyses the present situation, importance and problems of technical knowledge workers' performance management in State-owned holding companies. The next part deeply analyses the characteristics of technical knowledge workers, constructs a new performance management system which is much suitable for them. Finally, through the empirical analysis of company G, the paper dissects current situation of performance management in company G, and then post the recommendations of optimization.
