Urbanization is a kind of social and economic phenomenon which emerges at some stage of social development。And it is an inevitable trend of the agriculture - industrialization and rural economic and social modernization。In the 17th Central Committee of the Communist Party of China, such a path was set:"promoting regional coordinated development, and optimizing the pattern of land development; strengthening land planning, taking the road of urbanization with Chinese characteristics, conserving the land, and promoting coordinated development of different kinds of cities and small towns; regarding large cities as the basis, forming urban agglomerations with major radiation role, and cultivating new economic growth pole; building a resource-saving society with friendly environment; and regarding the acceleration of urbanization as an important task of building a well-off society."Urbanization exerts great influences on social economy, natural resources and ecological environment, especially the land. The land plays an important part in the process of urbanization。China is a country with more people but less land and the land resources are rather sparse and what's more, the arable land is even sparser. At present, it is inevitable to occupy plenty of cultivated land because our country is being in the stage of acceleration of urbanization。The usable land is scantier in the western regions because of its peculiar geographical environment. It has become a focus topic how to achieve a balance between construction and development and how to make use of the land and protect it at the same time。In the construction of the western ethnic minority areas, it is of great importance for Large-scale development in ethnic minority areas whether to make rational and efficient use of each inch of land and stick to sustainable development。This is also significant for the modernization programme。Based on the related background of urbanization development and land use and connected with related research on the status quo at home and abroad, the author illustrates how to rationally allocate land resources in the process of urbanization development in the first chapter。This is followed by analysis of related theory concerning urbanization and land-use and the relationship between the two in the second chapter. On the one hand, the paper puts forwards related theoretical basis for land-use; on the other hand, based on the implication and feature of urbanization and land-use, the paper analyses the relationship between the two, and suggests that the development of urbanization must combine the characteristics of the land, through the rational use of every inch of land, that is, meeting the needs of building also in line with the principle of land use。In the third chapter, the author illustrates the status quo of land use in the process of urbanization in minority areas. Taking Enshi for example, Through analysis of the actual situation of the land in use and supply and need of land in towns and villages of Enshi, the author identifies the issues existing in land-use in the process of urbanization: urbanization lagging behind and unreasonable land-use in Enshi Prefecture; idleness of land and extensive use of land; serious land environment pollution; Township enterprises'large-scale use of land, scattered layout and management lagged behind; and urban land in use expanding too fast。In the fourth chapter, based on the actual situation in Enshi Prefecture of ethnic minority areas and the practical problems encountered in the process of urbanization development, the paper puts forward corresponding policy recommendations: under the premise of strengthening the sense of the protection of land, strictly revising the planning of land use, strictly controlling land use and properly handling the issue of land expropriation; improving the comparative advantage of land from optimizing the industrial structure, conversing land-use mechanism, and enhancing urban land use efficiency; realizing the innovation of the land system, establishing an effective mechanism for the transfer of land, and using the land resource for a rational allocation。To sum up, achieving reasonable use and allocation of land resource through the urbanization development can speed up the building as well as meet the demand for land, also provides theoretical basis for the west, particularly for rational use of available land in the urbanization development in the western region。...
