A industry's Competitiveness is correlate closely to the control ability of technique tunnels. The development, spread and transfering of industrial generic technology is very important to the control ability of technique tunnels. In face of more and more keen international competition, the selection and implement to the genereic technology and the key technology has become the core policies of many countries'technology policies. Since 1990's, Japan, USA, UK, Germany, France and Korea, etc. had selected and implemented their policies about generic technology. The General Secretary of the CPC Central Committee, the comrade of Hu Jintao, refered to generic technology and key technology several times in the national scientific congress. The report of a national medium- to long-range program for scientific and technological development and the eleventh development planning of state economic and social development also pointed to that we must pay attention to the development of generic technology and key technology several times.First, the paper summarized the study on generic technology and technique tunnels at home and abroad. The paper also discussed the construction of generic technology innovation system, and put forward the concept of control ability of technique tunnels. The paper analyzed generic technology policies'influence on industry's control ability of technique tunnels, then influence on industry competitiveness. On the base of analysis above, the paper put forward some suggestions about the development, spread and diversion of industrial generic technology. The author hope these suggestions could increase industry's competitive strength.
