Generic technology is a kind of quasi-public goods, and its supply mode is different from neither the public goods nor the private goods. Generic technology is the earliest application of the basic scientific research results, and is the first step transforming the basic research into market application, and is the basis of the proprietary technology development and the commercialization of technology products, and it has a broad social benefits nature. On The other hand, the results of generic technology research are more intangible than the applied research results. And because of its external nature, it is difficult to implement an effective intellectual property rights protection. Developing the enterprises proprietary technology through the results of generic research needs an innovative process, within which there may be high technology risks, investment risks and market risks. Therefore, the American scientist Donald L. Evans calls generic technology the"Death Valley"of the investment in the area of technology.This paper is divided into three parts: first the concepts and features of the industry generic technology are introduced as well as the development background of the European, The U.S. and Japan industry generic technology research. Second, a detailed analysis of different countries'supply modes of generic technology is done, in which European Eureka, American National Standards Institute of Technology, the U.S. semiconductor manufacturing technology consortium, Japan's industrial technology center AIST and Japan Key Technology Center are selected as the typical cases. In order to find out the operation mechanism and features of different modes of supply, comparison of generic technologies of different countries is done. Then educe the operating effects and features of supply modes of different general technology research organizations to provide references to the construction of our country's generic technology supply system. Finally, give advice to build the supply mechanism of generic technology in our country.
