The Research On The Circulation Of Land Tenure Of China

With the performance of household contract system losing gradually and the mobility of prime rural labors, there's a phenomenon that the productivity of cultivation becomes inefficient. This thesis tries to give some advice on how to make full and effective use of land and improve the agricultural production through the study of circulation of land tenure.First, based on the theory of land tenure, this paper analyses the circulation situation of land tenure at present. The rural land circulation has played an important role in rural economy development on many aspects and the circulation forms are various. Then, the paper gives the analysis on the comprehension of farmers on the government policies and rights and the attitude of the circulation of land tenure, and draws a conclusion that the current land polices of stable integrating and adjusting in terms of the variety of local population are according with the farmers'demands. The circulation is in an out-of-order. It is critical that we should figure out some solutions for the circulation of land tenure using legally, voluntary and orderly to make land, as a kind of resource, to be a rational disposition.As we know, farmers rely on the rural land to survive and the circulation stimulation is inadequacy, which restrict the circulation of land tenure. So, the paper suggests that the central government should establish the new property right system to give the farmers stability and integrity of the rights of land tenure, strengthen the laws and administration to ensure the interests of land owner and land user. Meanwhile, the paper suggests that local governments and organizations should implement the function of social security. The paper also suggests that some institutions such as land value rating agencies, land financial institutions should be established to provide more effective service for the circulation of land tenure.
