| The problem of intergovernmental management in urban cluster has become a big shackle to converge dominance. The relationship among governments has formed theories of intergovernmental management through three development phases. Intergovernmental management in urban cluster in China includes management mode in area urban cluster, urban cluster across provinces and provincial urban cluster based on western related theories and practice. The dynamical mechanism has been built by basic drive, verse dive and coupling which have been formed by urban cluster economical development, political performance competition and government relationship. The key to harmonious development is to build the frame of public policy on intergovernmental management based on cooperation as to avoid low efficiency of Nash Equilibrium. The direction to design intergovernmental management organization is to form independent framework mode, mass united mode and item management mode through western experience. As characteristic and unique history, Changsha-Zhuzhou-Xiangtan Cluster enjoys good government relation history. However, the cooperation among Changsha-Zhuzhou-Xiangtan Cluster has slowed down for political performance competition, economical department and gap of development. According to principle of intergovernmental management, a cooperation mode should be built based on the platform of administration, economics, zoology and information. What is more, the cooperation should build on the core of regulation, supervision and inspiration. |
