Due to the fast development of society, electronic products are more and more popular. Electronic products can pollute the environment because of its toxicity. So the informal ways to tackle with the waste electronic products will pollute the environment. And some areas in China have been polluted seriously. So how to tackle with the waste electronic products is concerned widely by people.This paper introduced the status of electronic products recovery in China. The recovery industry in consist of formal firms and informal firms. Through analysis of the situation, the writers deem it is necessary for formal firms to build recovery network. Because that the formal firms are facing serious challenge. And the paper gave the method to build for the firms.After analyze the environment that the formal firms in, the writers deem that formal firms should build the recovery network by itself. And the MILP model to optimize the recovery network is also proposed. Besides this, the writers of the paper modified the model proposed by considering new elements.Recovery logistics is more uncertain than normal logistics; it is because that the EPR of waste products and the subsidy from the government have not out come, and recovery network has more risk than normal network, the paper modified the MILP model to avoid uncertain in recovery logistics. Besides, this study designed how to use information system to manage the logistics network.Logistics network program mentioned in the title comprise three parts, separately: the model design of the network, the optimization of the network and the method of using Information System to manage the network. The writers hope this paper can be helpful for the decision making in formal recovery firms.
