The Research Of Employee Performance Appraisal Methodology At Chongqing Municipal Wastewater Treatment Co.,Ltd.

Majority of domestic wastewater treatment plants began the transition from public institution to business. After the transition, wastewater treatment plants are no longer part of the government, they become full fledged businesses, on which these plants can achieve the sustainable growth.Performance appraisal is one of the most important components of performance management. However, domestic wastewater treatment plants still lag behind on performance management, which is illustrated by lack of management support and ineffective incentive plan. Human resource management is crucial to the success of these plants. This thesis takes a theoretical approach to review the development of theory about human resource management and performance management, with emphasis on analyzing the mature performance management systems, shows their pros and cons, and identifies the deciding factors that affect the choice of performance management systems. The result can enable the plants to choose the most suitable performance management and maximize the return from their investment on performance management systems.This thesis analyzes the development of domestic wastewater treatment plants and finds their common challenges. And Chongqing municipal wastewater treatment plant is studied in this thesis. The study reveals the problems in their performance appraisal system. Then the study utilizes strategic human resource management theory and balanced scorecard theory to provide improvement suggestions. The case study provides an example on how to improve the performance appraisal system for domestic wastewater treatment plants.
