Based on the background that Chinese enterprises are paying more and more attention to and putting into practice the modern enterprise management theories: establishing performance management system,the article makes a systematic analysis into the general situation of Hongyuan Dayu Sewage Treatment Co.Ltd,its object of study,namely,the present condition of management,the causes behind the existing problems and the ways to establish performance management system,using pages of three chapters.In Chapter 1,the article looks into the status quo of management of Hongyuan Dayu Sewage Treatment Co.Ltd in detail and makes a profound investigation to the causes behind the formation of problems existed in management.First,it reviews the development of the company during the past decade in retrospect.The company is a private enterprise focusing on the treatment of urban sewage,which has undergone the courses of reorganization from a government-owned enterprise to a private one. With the development and transformation,it has realized such increasingly fierce competition outside that it is inevitable to put forward the mechanism for selecting the superior and eliminating the inferior.As a result,the performance management system implemented by the corporation for its survival and development is an outstanding manifestation and inevitable result in the age of knowledge economy.It has been investigated that the company is still groping its way under the condition of socialist market economy within the three years of its transformation from the state-owned one to the private one,which witnessed its own deficiency in administration on the one hand,and the restriction and obsession of the inside and outside environment on the other hand.The business strategy,or we say,the development goal,is basically realized in following steps:the top managers delegate tasks to the directors of each department and then the General Affairs Office sets up the work objective and gradually achieves it.The course of performance management arose the problem that the top managers stick to the principle of centralization of state power,unwilling to authorize or apply the results of assesses, while the business department and the general affairs office do not have enough connection and communication,resulting in the disjunction of the objectives of performance management and the corporate strategy,the ignorance of the corporate development strategy by the workers at the forefront of production in the absence of effective communication.In general,the company doesn't have a clear recognition of performance management with no correct understanding,thus setting up some unrealistic indexes,which lead to an unscientific system of performance management indexes.In addition,the lack of qualified administrative talents in total couldn't put into effect all the performance results,thus each department works in his own way,gaining no trust from each other but resentment.Under this condition, they just check or assess perfunctorily or superficially,leaving huge potentials to be tapped.If can't be solved timely,these problems will produce a negative impact over the future development of the company.The second chapter puts forward some countremeasures for the improvement of performance management and makes a series of initial training and some preparation.By doing an effective analysis according to the actual situation and clearly setting up the goal of performance management,it frames the design principles of performance management and restructured its organization,following a clear recognition of the relation between performance management and corporate strategy.In accordance with the performance management plan,it outlines the permance management system such as the " Performance Assessment Table", "Questionaire on the Satisfactory Degree of Departments","Instruction on Post"and so on,taking the past cases as evidances,and then it gives an effectual guidance to the managers in how to carry out the plan,pushing forward the application of performance results and furthermore gives a detailed explanation by examples to the problems that easily arise during the course of performance management.The third chapter illustrates that a good inspiration mechanism is the core of human resources management in modern enterprises by establishing the value managing system of the company by taking performance as the central task,training as improvement,promotion as encouragement and wages securement.We can bring performance management into full play by establishing the related reasonale and scientific incensive policy.This chapter assists those enterprise managers in transforming their ideas and thinking modes by setting down the 'training system', 'promotion system' and 'wage system'.In this regard,they can learn and apply the new concept of modern enterprise management and then give the best display of workers'potentials,followed by the formation of a highly effective and stable army of workforce,which enable the worker to understand the fact tha the more they contribute their efforts,time,knowledge,skills,experience and even initiatives,the more they will get from the development and improvement of their enterprise,so as to forming the idea that only the boom of the company can make individuals progress,in a bid to get closer to the general goal of the sustainable development of the enterprise.As the basic step in the endeavor of human resources management, performance management system plays a key role in the progress of an enterprise. Generally speaking,a mature enterprise does have a relatively clear development strategy which means the development objectives set up by a group can coordinate all forces towarcs the realization of strategic objectives only by carrying out the policy of performance management.The ever-increasing fierce market competition tells the corporation that improving the performance of its workers is the only way to ensure its long-standing growth.Therefore,whatever stage an enterprise is standing on,performance management can play a significant role in improving the competitive of a company.Before Hongyuan Dayu Sewage Treatment Co.Ltd is a new age in which people's fortune is determined by their knowledge and the outsanding achievement can be acquired under the leadership of a high-effective administrative team.Ⅰam convinced that Hongyuan Dayu Sewage Treatment Co.Ltd can clear away all difficulties and obstacles and go forward towards the colourful and beautiful future in the development of economy.
