The Research On Government Policy Performance Evaluation Of China Wastewater Treatment Industry

China's wastewater treatment industry started from the late 1970s. The government pay more attention on this industry since late 1990s, The marketization reform of Chinese wastewater treatment industry started. Thus, the marketization policy research of wastewater treatment industry had been pay more attention. Through a study of Chinese wastewater treatment industrial main problems, this article attempted to analyze the theory foundation of Chinese wastewater treatment industrial marketization reform, then concluded Chinese marketization reform policy of wastewater treatment industry. The article set a index system for wastewater treatment industrial government policy performance, then selected the proper evaluate method to make a empirical study of Chinese wastewater treatment industrial reform policy.The research of this paper contained the following subjects:Firstly, this article made a review of China wastewater treatment industry, then analyzed the main problems of China wastewater treatment industry. Through a study of Chinese wastewater treatment industrial nature monopolization border 's change, this article expatiated the reform reason of China wastewater treatment industry, and supplied the academic foundation for Chinese wastewater treatment industrial marketization reform.Secondly, based on the summarization of the mainly government policy evaluating methods, and the character of multi-index in wastewater treatment industrial policy evaluating, this article set a index system for wastewater treatment industrial government policy performance, using fuzzy methods to evaluate the policy performance.Thirdly, through the summarization of marketization policy for Chinese wastewater treatment mdustry, this article sum up four main kinds of marketization reform policies, then analyzed the aim of these policies, and selected the relative indexes of wastewater treatment industry to set a index system for wastewater treatment industrial government policy performance.Fourthly, through collecting the data of Chinese wastewater treatment industry, this paper using the index system for wastewater treatment industrial government policy performance and fuzzy method to make a empirical study of Chinese wastewater treatmentindustry, and got some advises based on the results.
