Small towns have been the main carrier and the center of social development and rurale conomy. Improving the planning, construction and management level of small towns is the objective requirement of developing social marketing, which is also the important part of constructing characteristic socialism of China. Accompany with the rapid urbanization of small towns in China, towns and township-run enterprises get considerable development, which brings about serious water environmental pollution. Chinese government has realized the situation, thus enhanced the input of environment prevention and set more strict requirements. It is the only way to build a complete set of wastewater collectors and wastewater treatment plant in small towns. However, how to get such a big amount of funds to build such a system and how to keep the system run stably after the system is built is always the intractable problem for the government.BOT is the initial abbreviations of Build, Operation and Transfer. It includes the building, certain years' operation and final transfer. Build the wastewater treatment plants and counterparted collectors by the mode of BOT/BT is now very popular in China, which not only can mitigate the funds lackness but also can solve the problems of technology and operation. Therefore, it is a best choice for the government. After short time development the BOT/BT mode has been testified to have many advantages. Investment by funds from abroad is gradually replaced step by step by funds from China inland ones. Though this new way is not the original mode of BOT/BT, called 'similar BOT mode', wide applications and great success have maken it named as BOT everywhere.This paper studies the necessity and feasibility of building wastewater treatment plant in small towns by BOT mode based on the actual case. Many relevant problems have been studied and analyzed. For example, suitable processes analysis and comparison, design and calculation of wastewater treatment system;design and calculation of pump station, design and calculation of collectors, cost and operation fee estimation. Construction modes have been emphasized in this study. Combined construction modes by BOT or BT and advantages/disadvantages have been discuessed for the dicision making. At last, main components of BOT/BT contract has been roughly analyzed for the investor and government's referrence.
