As the fast development of the society, human resources have gradually become the first resource that people pay attention to. How to attract people, how to use people and how to keep people becomes the issue which is caring by more and more enterprises. Being a typical state-owned enterprise, Changan has emerged many problems on lagged management in the past 140 years. The important reason is that the planned economy had restricted the innovations and developments of human resources' management. We are short of a good management mode to mobilize staffs' enthusiasm and positivity on work. We didn't use right people and use people rightly. After the competence model being introduced into China as an advanced tool on human resources' management, it is developing quickly in these several years, bringing benign economy and society benefits for enterprises.Sales department is an important functional section in manufacturing enterprise, while sales men are significant carrier to realize goods' function. The enterprise's social visual, life of goods and the rise and fall have been deeply affected by the sales men's diathesis. Their intension and function have been contentiously enriched and developed. They are not only promoting men but also information researcher, even more they are the enterprise's mouthpiece. Therefore to probe into and study the issue of sales men's competence has all-important realistic value.This paper generalized the theory of competence and its model, discussed its development reason, definition, researching methods, structure and factors, meanwhile probed into its identify methods and set-up progress.During the researching period, I have made sales men as samples, mainly by using questionnaire to collect all the factors they paid attention to, through analysis, concluded 44 genes, afterwards designed "Changan Company sales men synthesis competence factors research & self-evaluation form" through which to bring forward a competence model consisted by 24 competence factors and verified it by talk and form fill-in. At the same time, this paper studied on the application of the upon mentioned model's basic modules such as filtration, training; pay& reward, career set-up.It is the first time that this paper sets up sales men's competence model in the big state-owed enterprise, Changan. It creates a new thought of Changan competence model, is valuable for recruitment, training, management of pay &reward, career set-up and promoting to take as reference. It is useful to set up other job positions' competence model contemporarily.
