Study On The Present Status And Development Of High-tech Industry In Chongqing

With the rapid development of science and technology, the progress of science gradually becomes the main source of social wealth increment and the fundamental motion of economic growth. The high-tech industry based on high-tech is a kind of innovative technology industry has high-intensity knowledge and technology, which is important for increasing the economy and social development. From the Tenth Five-Year Plan, Chongqing government holdouts the strategic thinking"The science and technology is the primary productive force"of Den Xiaoping, carries out the policy of"develop high-tech, fulfill industrialization", and then makes the strategic disposition of building the high-tech industry base in the upper reaches of Yangtze River.Through the analysis of the high-tech industry development in China and Chongqing, the overall evaluation of the high-tech industry in 31 provinces, directly governed city regions and autonomous regions using by factor analysis, this paper finds out that the high-tech industry in Chongqing is in the middle and lower level of entire country, in the medium range of western part, which has obvious distance with Shanxi and Sichuan province. Moreover, it has big distance with the high-tech industry of other three directly governed city regions.The Double Logarithmic Model built by the Cobb-Douglas production function analyzed the high-tech industry and the relation between the added value of each business and GDP, investigated the flexibility from high-tech industry to economic increment. The Grey Correlation Analysis analyzed the drive of high-tech industry to the economic increment, the correlation between the development of high-tech industry and economic increment is obviously higher than primary industry and tertiary industry and higher than the construction and the industry which is not high-tech industry in secondary industry. Comparing the results of the two analyses, the results are consonant. In each industries of Chonging's high-tech industry, medicine manufacturing industry has the closest relation to economic increment. The following industries are medical facility and instrument manufacturing industry and electron and communication equipment manufacturing industry.This paper analyzes the problems in the process of Chongqing's high-tech industry development from industrial scale, talents construction, investment and financing system, innovation ability. After that, the author proposes the plans and advices to aim at the imbalance of all regions'developments about high-tech industry in Chongqing, lack of stable technological talents, perfect financing system and innovation ability. Meanwhile, the author indicates the effect of government in high-tech industry.
