After the policy of reforming and opening has been implemented in our country,the national economy develops rapildly,people's life improves continuously,though many infrastructure facilities have been developed and constructed,they still can't meet the cuntry's demands,the lag of infrastructure has been"bottle-neck"torestrain the economy's develop.Public Private Partnership(PPP) emerges in the field of infrastructure,which combines the strengths of administration,private investors and financial institutions.PPP not only reduces the pressure of public finance,but also brings relatively stable returns for private investors and financial institutions,PPP is seen as an effective way to achieve value for money(VFM)in public infrastructure projects.so it is very rewarding theoretically and practically to accelerate PPP's study and application.A critical issue in PPP in international infrastructure development is the selection of the right private-sector partner,and it will be in a relatively longer negotiation period and a higher transaction cost.The main results in paper include:Important criteria for the selection of the private-sector partnerare identified through a systematic research approach,tender evaluation criteria and methods currently used in diverse types of PPP projects in both developed and developing countries are identified,compared,analyzed,and then generalized.It also analyzes firstly factors affecting the risk allocation of PPP projects and then proposes more reasonable risk allocation principles as well as a framework for risk allocation accordingly,which could service as practical guildlines for public and private sectors during PPP project negotiation.At last,it generalizes the experiences and points out the shortage,and puts forward the countermeasures.
