A Research On Measuring And Evaluating Performance Of Technological Innovation Of Enterprises Based On Dynamic DEA

Under market-oriented economy conditions, the survival and development of enterprises mostly depend on their competitive advantages, while technological innovation is the fundamental source of competitive edge. The technological innovation activities need a lot of input, and will bring great risks and uncertainties to the enterprises. To make the enterprises recognize their own status in technological innovation clearly and grasp the regularity of technological innovation activity, we must deal correctly with the technical and economic evaluation before and after the investment. As a result, it is necessary to set up a scientific and practical method of technical and economic evaluation. Under this circumstance, the thesis sets up a new method that can measure and evaluate the technological innovation of enterprises based on dynamic Data Envelopment Analysis (DEA) theory.Started with the introduction of traditional DEA methods, this paper introduces the development of DEA theory and model, and analyses the advantages of DEA method compared with traditional methods. Then it establishes the assumptions and the application process of the dynamic DEA model, and puts forward the practical framework in technological innovation measurement and evaluation based on dynamic DEA model. Finally it tests the effectiveness of the dynamic DEA method by empirical analyzing the Nanjing high-tech enterprises emphatically.The article gives out its conclusion as below: the calculation result of dynamic DEA model constructed in this dissertation is basically the same with traditional static model. But as for dynamic problem evaluation and special input-output issues, it's more effective to use the dynamic DEA model. Sample enterprises have a big gap among their technological innovation performances. The overall technical efficiency is not high, but the trend has increased every year. Most sample enterprises are in the state of scale income increasing. The operating scale of the sample enterprises has a certain affection for the enterprise technical efficiency. But the difference was not statistically significant. There is no significant difference in enterprise technical efficiency for enterprises with different economic types. Industry factors have a significant impact on enterprises technical performance.
