The 21st century is the knowledge economy age, of which the High-tech Industry is the pillar industry. As a special category of enterprise groups, High-tech Enterprises are the main force of national innovation and the most important source of economic growth, which can greatly promote the development of national economy even the comprehensive national strength. Therefore, nowadays all countries in the world are very supportive to High-tech Enterprises, striving to construct a policy and a space environment that is favorable for the development of them. However, High-tech Enterprises have not break through the area restrictions and blossomed everywhere. On the contrary, the characteristic of developing space clustering is even more distinctive. In the wave of globalization, the local clustering of High-tech Enterprises forms splendid scenery all over the world. Places like Silicon Valley, Route 128 in US, Irish National Technology Park in UK, the Cambridge industrial park, the surrounding Frankfurt in Germany, Sofia in France, Helsinki of Finland, Bangalore in India, Tsukuba in Japan, Hsinchu in Taiwan, and Zhongguancun in China, and so on are great examples of such industry clusters. In these areas, High-tech Enterprises, existing in the form of clustering, have demonstrated strong vitality and competitiveness. This phenomenon has attracted great attention from the government, the business circles as well as the theoretical circles and has reached one consensus among them: the industrial cluster will play a crucial role in the survival and development of High-tech Enterprises. But the former researches have not formed the system results. What kind of benefits can clustering bring to the enterprises? Are there any negative influence? What factors can influence the clustering growth of High-tech enterprises? And how to evaluate the growth level of the clustering? Only through a comprehensive and in-depth understanding of these issues can guide the development of high-tech enterprises to conform to the general trend of clustering development, ensure the maximum benefits and seek long-term sustainable development.Previous researches often focus on a particular aspect, and have not formed the systematic results, of which there is more qualitative investigation, less quantitative investigation, more that describe superficial phenomenon researches and less that explore the inherent laws. This thesis fills the research gap from the dual—theoretical and empirical research perspective. Firstly, this thesis introduces the related definitions and characteristics of High-tech Enterprises and makes a classified summary about industrial cluster at home and abroad. Secondly, it analyses the profit mechanisms and negative impacts of Clustering growth of High-tech Enterprises, and constructs the Clustering growth concept model of the High-tech Enterprises. Thirdly, based on the literature review and standard analysis of the influential factors of Clustering growth, the Clustering of High-tech Enterprises influencing factors system is established. By using this system to design the questionnaires to collect objective data, taking use of the SPSS statistics software to analyze the factors, seven tremendous main influencing factors of Clustering growth of High-tech Enterprises are determined. Fourthly, it founds assessment index system and evaluation model of Clustering growth level of the High-tech Enterprises. Using Analytical Hierarchy Process and Fuzzy Mathematics to construct the evaluation model, through survey questionnaires and marking by experts to collect data, the Clustering growth level of the High-tech Enterprises in Jinan is objectively evaluated; At last, based on the previous researches and the present developing situation of clustering growth of High-tech Enterprises in Jinan, this thesis brings out some strategic countermeasures and suggestions from macroscopic, intermediate, microscopic levels as to how to improve the cluster mechanisms, take good use of and integrate cluster resources, give full play to the positive effects and avoid negative effects and promote the clustering growth of High-tech Enterprises.
