Currently, there are prevalence of strategic problems in enterprise: Either the enterprise have no development strategy or the strategy is lack of definition, or there is a clear strategy which is not strictly enforced. Which blocks the development of enterprise seriously .At the base of the synthesis of the related research achievement, along the route of the system strategic management, commencing from the target and mission of enterprise, this paper re-examine and put forward the development target and mission of the group, which based on elaborating the whole target of the Y group. Then, through the analysis of the key factors in Domestic and foreign enterprise, the group clarify the environment that the enterprise faced at home and abroad, Grasp the opportunities and threats the group faced, identify and evaluate the strengths and weaknesses of the group in the area of motorcycle, and then determine the group' s overall development strategy: marketing strategies, technology development strategies, horizontal integration strategies, focus and diversification strategies and so on. In addition, the group analyse the main factors which can guarantee the implementation of the strategy: Flat organizational structure guarantee and coordinate the effectiveness of the implementation of the strategy. Innovative cultural organizations promote the effectiveness of the implementation of the strategy. On this basis, this paper makes a number of constructive suggestions about the implementation and control of the strategy and provides operational support and assurance for the feasibility and operability of strategic management.This paper expound and demonstration from the following areas: First, this paper explore the development of the motorcycle manufacturing industry environment from the developing situation of the motorcycle industry at home and abroad; Second, from the analysis of the external environment and internal situation the group Currently faced to start , it identify strengths and weaknesses of the group. The third aspect is that it put forward policies and measures for the group to ensure the implementation of the strategy.
