Nowadays, the modern market competition is ultimately the competition of time and human. Human resources development and management plays an extremely significant role in the enterprise, and it has become an important part in the state-owned enterprise. Firstly, on the basis of studying the relative literature at home and abroad, this paper elaborates the theory of human resources management. Secondly, it analyzes the current situation and problems of human resources management in the South Petrochemical Company, including the summary of the company, the track record of the human resources, the current situation and existing problems. On the basis of summing up related issues, the paper analyzes the company's strategy of human resources, including: the establishment of strategic target of new era, the strategic demand of human resources, the fundamental preconditions for the management and the external conditions for the company's strategy. At the end, it lodges the methods, including: establishing introduction mechanism, setting up a 360-degree performance feedback evaluation system, building up excitation mechanism, forming staff education & training system and implementing employee career management measures.The research approach of this paper is analyzing the practice research data. The innovation comes through as follows: firstly, according to the Southern Petrochemical Company's overall development strategy and combining the existing problems, it proposes the human resources development strategy coping with the enterprise strategic target, making the management scientifically, providing substance to the realization of the enterprise strategic target. Secondly, it lodges the methods to the existing problems for the effective implementation of strategic management, which ensures the realization of the company's overall goals.
