Research On Development Mode Of Urban Water Service In China

In this paper, the analysis of operation mode of urban water service in China includes four aspects:finance mode, enlargement mode, technology mode, regulation mode. Some problems are found out and advices are also suggested. Local water service development is also analyzed.As for finance mode in water service of China, there exist many kinds of finance in water industry of China. Privatization in water service of China has exceeded a lot than that of Russia. More flexible concesion methods could be introduced to moderate or small water projects in China. Furthermore, it should be carefull to absorb foreign capital.As for enlargement mode in water service of China, state-owned water companies mainly depend on local enlargement, domestic private water companies mainly depend on offsite-technology enlargement, water design companies mainly depend on technology-local enlargement, foreign capital mainly depend on joint venture-premium purchase. Japanese experience of using "government-private" system to enlarge overseas water business is worth learning.As for technology mode in water service of China, there has been enormous development in urban water infrastructure. Biological wastewater treatement is the main method to treat wastewater in China. The situation of leakage in pipe net of China is better than most developing countries. In water companies of China, the usual water utilities are domestic, while minor advanced utilities are imported.As for regulation mode in water service of China, there came out many laws and regulations about water in China in recent years, which enhanced water regulation. However, there still exist some water regulation problems, such as distinguishment of ownership and operation right, determination of water price, integrated water administration, water asset management and etc. In this paer, following advices are made:Urban Water Supply Regulations should be modified to reasonably distribute operation right and revenue in different water operation modes; to put up more scientific methods to made water price; to make integrated water administration law and integrated water administration should be taken into consideration in complemention of policy; to introduce water asset life circle table and information technology to better manage water assets.As for local development in water service of China, Liao River and Huai River most need water contaminance treatment. Northern China controls water supply more strictly. Privatization of water service in eastern China is higher and main large domestic water companies derive from eastern China. There exists disbalance between urban and rural water service. The gap in water infrastructure between eastern and western China is getting smaller. The situation of disbalance in water service development in different parts of China also exists in many other countries. In different parts of China, different financing ways and different wastewater treatment technology should be taken. Local water service development mode is interactively influenced by water resources, water pollution, water enterprises enlargement, water technology, water regulation and water financing.
