With the development of our country's economic society, the construction project bidding will become more and more, and bid evaluation is the key link of the work, so there must be a fair and rational, scientific and advanced, convenient and accurate bid-evaluating method. An appropriate bid-evaluating method is not only related with whether to choose an outstanding contractor, but also with whether the project can finally succeed.In view of the deficiency of the present bid-evaluating methods and models in the practical application, based on value engineering theory, the thesis makes reasonable improvements to the bid-evaluating method from the aspects of bid-evaluating index system, data processing of bid-evaluating index and bid-evaluating model. At first, on the basis of the research into the frequently-used indexes in the construction project bid evaluation, the thesis takes the bid-evaluating process as the research object of value engineering, further analyzes the relation between them, and establishes the detailed bid-evaluating index system of construction project bidding in accordance with the principle and method of setting index. Then, by comparative analysis of weight determination methods, triangular fuzzy numbers are used to determine the weight of function index scientifically to achieve comparability between the proposals, and the bid-evaluating model of value engineering based on triangular fuzzy numbers is established and the application process is designed. Finally, the thesis takes one highway construction project bid-evaluating process as the research case to elaborate the practical application of the model. Through the empirical analysis, it indicates that the model makes the bid-evaluating method to be more scientific, reasonable, and fair, and fully reflects the comprehensive strength of the bidders. Moreover, it is beneficial in realizing the optimal project value, and helpful for the construction project to reduce the cost, enhance the function and promote innovation.
