Presently, more and more attention from academe and industry has been paid on competitiveness of construction industry,but there is gap in concrete study of the competitiveness of construction industry of chinese provinces. This paper attempts to combine the classic theories of competitiveness with the actualities of the provincial construction industry and use sorts of evaluation methods, such as single factor, multiple factors, comparison and analogy to establish an evaluation model. The purpose for doing this is to find out the advantages and disadvantages of each province in the domestic construction market and discuss the strategies for them to promote the competitiveness.By summarizing the theories and evaluation methods of competitiveness, it outlines the scholars'study skeletons and analyzes the weakness of present study. On the basis of that, the diamond model of the industrial competitiveness is built in combination with the actualities of the construction industry in China. In detail, the four ingredients of the model, namely factor conditions, demand conditions, related and supporting industries and firm strategy, structure and rivalry and two variables of chances and government are analyzed to explain the characteristic of the competitiveness of chinese construction industry and complete the process of single factor evaluation. After that, the DEA model is brought forward for evaluation of the effectiveness and hierarchical effectiveness of DEA from 2002 to 2006 in 31 provinces. The ranking of the competitiveness is that Shanghai, Jiangsu and Zhejiang are on top three and Beijing and Shandong follow them. Later, by calculating the slacks, the input and output key factors that affect the provincial competitiveness, namely the quantities of machine and equipment, the number of design companies and the overall profits are deduced. On the basis of the evaluation and the calculation, many strategies for promoting the competitiveness of the construction industry are put forward both from the whole and the provincial aspects.
