How to ensure healthy development of the city and make the city serve the people better become one of the extensively researched questions presently.As the capital of Hebei province, Shijiazhuang city features with rapid development of national economy, continuous enlargement of scale, fast increase of population and quick change of visage for recent years. But the advantages of culture, science and technology with Shijiazhuang's characteristics have not formed because of unreasonable industry structure, big difference between city and countryside and limited space for development. Consequently there is great sense in researching on construction of Shijiazhuang city, which shall bring the city to fast development of industries related with city construction on the basis of comprehensive consideration of resource, environment, economy, society and culture, and finally the city shall become a place suitable for living by being provided with harmonious society, efficient economy and virtuous circle of zoology.In this paper, with plenty of complicated factors of society, economy, resource, environment, etc related with questions of city construction and industry development as a whole, the systematic dynamics method is utilized to build a systematic dynamics model to analyze the questions of city construction and industry development in a dynamic and quantitative way, simulate different decision-making solutions, make optimized selection, find the path of industry development to upgrade the level of Shijiazhuang city and realize city construction target.
