In the initial stage of China market economy, companies developed quickly owing to their original stable foundations, the supports from governments and the bloom of domestic market. However, with the deepening of market competition, the company growth has relied heavily on the unique competences brought by those high efficient management systems. Therefore, lots of mangers of enterprises turn to establishing effective performance management systems in order to improve the internal management. Weicheng Economic Development Zone., as a typical one, is also faces such problem.The paper researches the principles of performance management system, including Key Performance Indicator (KPI) and Balanced Scorecard (BSC). On the other hand, analyzes the situation and performance management problems of Weicheng Economic Development Zone, through questionnaire investigation and employee interviews. It is found that the performance appraisal system is too simple without comprehensive indicators and management targets.Combined advanced theories with reality, the paper presents the performance management plan based on process management model and KPI model taking in BSC idea. There is implementation plan as well as including how to deal with critical procedures and relationships.The performance management system has its own development process. At the end of the thesis, it is predicted that the performance management system of Weicheng Economic Development Zone, will have three steps in its improvement. That is, applying BSC for performance appraisal—adapting the performance management system to other new established management systems—the performance management system soften and simplified, emerged with the corporate culture.A point is strong here that the performance management should be consistent with the development strategy of the company, meet business needs and be in accordance with employee development wishes. The spirit of performance is process of continuous communication This will have positive impact on the value increase of performance management. The paper provides a strong theoretical and practical basis for the development of performance management in similar institutions.
