The Social Service Function Evaluation Research Of Yunnan "Sanjiang" Mineral Resources Investigation Project

China's new round of national land resources survey is a cross-century project in order to meet national economic development and social progress of the current and long-term needs in the new situation. Mineral resources survey as one of the special parts of land resources survey is mainly carried out for the state macro-control to provide basic information and basis and for the Government to meet its planning, management, protection and rational use of natural resources of land and resources management functions of service and provide public land and resources information to the public. In the land and resources survey project , the evaluation of the investment results of the mineral resources survey are common with other common geological survey projects, but also has its unique assessment of the content and evaluation indicators and requirements. At present, the national land resources survey project evaluation hasn't perfect evaluation method and evaluation system, and is still in the exploratory stage. This paper regards the results evaluation of the mineral resources survey as emphasis, focusing on project evaluation of such theories and methods, in order to provide systematic analysis tools for solving the establish of such projects, the results of inspection and the evaluation of the results. In addition, to provide the theoretical case for riching methods of land resources survey.This paper establish a suit of evaluation index, evaluation system of the social service function evaluation of mineral resources investigation project,combined with the results of Yunnan "san jiang" mineral resources investigation project,give the social service function evaluation of the result. By this to provide a reference and learn for such evaluation of social service functions in the future, promoting mineral resources macro-planning and scientific management, increase the mineral resources rational development and the level of protection, promoting national economic construction and social sustainable development.This article is divided into the following major parts:The first part is an introduction of the general theory of economic evaluation, briefly introduce the methods of evaluation of social service functions and the research status of at home and abroad.The second part is an overview of the social service functions evaluation of mineral resources survey, and gives the evaluation of specific indicators and evaluation system, including on economic construction, government services, scientific and educational services.The third part introduces the concrete results of Yunnan "san jiang" mineral resources survey.The fourth part is the project evaluation of the social service functions of Yunnan "san jiang" mineral resources survey.The last part is a comprehensive evaluation of the project and came to the conclusion of the study.
