Study On The Situation And Development Of Rural Human Resources Under The Perspective Of Socialist New Countryside Construction

China is now entering a crucial period of builting a new countryside,the primarytask of which lies in farmers.Accelerating rural human resource development isconducive to rural economic development and society progress. Under the perspectiveof Socialist New Countryside Construction, on the basis of human resourcesdevelopment theory, with econometrics method and literature method as the mainresearch methods, this paper studies the present situation and the development of ruralhuman resources in anhui province,and put forward some corresponding suggestionsaccording to the problem about rural human resources development.This thesis mainly divided into five chapters. The first and the second chapterchapter mainly outlines the purpose,significance and research methods of thisstudy,and reviews the domestic and foreign related research about human resource.the third and the fourth chapter describes the the current situation and problems ofsupply and demand of rural human resources in anhui province during the period ofthe new rural construction, through the theoretical analysis and fact description. Thefifth chapter demonstrates the effect of human resource development to promote therural economic development from the perspective of theory and practice, and we doregression analysis between average income of peasants and the level ofeducation,one way to human resourse development. The sixth charpter proposessome suggestion of human resourse development in Anhui rural areas.Some conclusions have been drawn from this study:Firstly, Anhui rural economic development and social progress put forward newrequirements to the quality and quantity of rural human resources during the period ofthe new rural construction. The problems about rural human resources developmentneed to get the attention of the society, government and farmers.Secondly, locals are mostly low quality, in poor fitness and lack of professionalskills and vocational training,though the number is huge.As the transfer of thelabor,the sex structure,age structure and culture structure of local labor force becomeunreasonable,and can’t satisfy the requirement of agricultural modernization to ruralhuman capital. Thirdly, the rural human resources in anhui province has not been effectiveexploited,mainly for the inadequate local educational funding, poor teachingcondition,backwark vocational education and training of farmers, insufficiencyagricultural science and technology investment,government’s weak sense of ruralhealth care.Fourthly, the status quo of human resources in rural areas of Anhui is notconducive to the improvement of agricultural production, the increasing farmers’income, and the transfer of surplus labor. The analysis of the relationship between thelevel of education and per income of rural human resources show that education canpromote the development of rural economy to a certain extant.
