Human resource is the most important resource in enterprise. Performance management is the key in human resource management. It is very necessary to establish or improve performance management system for enhancing and improving individual performance, getting better performance, higher productivity and value of enterprise, and getting the advantage over competition.H Software Co. has been for more than four years and mainly engaged in software outsourcing and IT talented person cooperate providing. With development of the company, more employees are needed to carry on project and expand new business. At the same time, the external environment is violent variety. It is very important and urgent for H Software Co. to improve the human resource management system.Based on theory of performance management and realistic environment of H Software Company, the paper analyzes the problem and designs the performance management system which is suitable for the development of H Software Co. in the future, including organization mechanism, performance target, performance plan, performance plan implementation, performance appraisal, and performance appraisal result feedback and application. The author hopes the paper can be helpful for small and medium-sized technological enterprises.
