On the basis of the territory of our country, the length of railway is 75 km per 10000 square kilometer, China was below 60th in the world; per capita only had the length of railway as a cigarette, so the railway construction has enormous room for growth. In accordance with the "11th five-years" plan of railway construction which the Ministry of Railways made, railway construction is entering a period of fast growth, and the development of railway construction has become inevitable requirements to contemporary transportation.The development of international railway construction is facing new situation, international competition is becoming fiercer and fiercer. The leaders of China Railway 16th Group Co.,Ltd feel unprecedented pressure and challenge. Faced with a new round of high-speed railway construction growth, China Railway 16th Group Co.,Ltd has exposed serious structural contradiction, and management system impedes the development of productive forces. On the basis of analysis, the Group's overall development strategy during 2008 and 2022 is developed, which includes strategic objectives, strategic stages, the guarantee conditions and so on.
