China Railway10th Group has exposed many problems, such as serious structural contradiction; and shackles for the development of productive forces from Management system."Three years of development is relied on the opportunity, and a decade of development is relied on strategy." How to develop China Railway10th Group next development strategies to enhance its competitiveness is an urgent task.This paper took China Railway10th Group as the research object, using the relevant theories and methods of strategic management to design its development strategy. First, the external environment of China Railway.10th Group is analyzed, including the macroeconomic environment PEST analysis, the industry environment analysis and the market competitive environment analysis with Michael Porter’s Five Forces Model. Secondly, the internal environment is analyzed, including the financial situation, human resources, foreign operations and SWOT analysis about Group Company. On the basis of above analysis, the Group’s overall development strategy is developed, including the overall goal for building a strong bureau, strategic objectives, development objectives implementation plans. Finally, some appropriate strategic safeguard measures to ensure strategic objectives landing are presented.
