A Research On The Improvement Of SSFJ Quality Management System

SSFJ is a state-owned construction company, subordinated to the affair managing bureau of Shaanxi People's Government. SSFJ undertakes the maintenance and reconstruction of the buildings attached to provincial organs as well as the construction of new buildings. In the recent years, along with the further opening of construction market and new situation of China's Entry into WTO, how to improve quality management level, enhance quality management system and strengthen project quality control is an immediate problem of SSFJ, which urgently needs to be overcome.This paper, based on the theories of quality management and engineering quality management, conducted a thorough analysis and optimum design on the current situation and the existing problems of SSFJ quality management system through the uses of standards of ISO9000 idt and GB/T19001-2000, Quality control methods, SPC methods and also the theories of systematic engineering. First of all, this paper started with the overall analysis of current situation of quality management system of construction companies, according to the standards of ISO9000 idt and GB/T19001-2000, and then further analyzed the current situation of SSFJ quality management system in order to find out the five major problems: quality management organizational function is not perfect, quality management system record control is separated from the practice; upper management attaches low attention to the quality management; project quality guarantee system is not sufficient; procedure quality control method is not scientific. Secondly, aimed at the status qua and existing problems of SSFJ quality management system and also taking into consideration the factors of construction company quality management system, the paper stated out the improved design of SSFJ quality management system on the followed five points so as to implement the overall improvement of quality management system. The five points are: enhance quality management organization and its function, improve the workability of quality management record combined with the practice, set up company culture image and attach more emphasis to quality issues; set up and improve project quality guarantee system; make the construction procedure more scientific. Last but not least, in order to ensure the implementation of the design, this paper summarized four detailed suggestions on strengthening organization, quality supervising, quality information management, and quality management system evaluation; meanwhile, focusing on the problems in implementing improved quality management system, this paper finds out accordingly methods, so as to enhance its overall operational effects and the progress of SSFJ quality management level.
