A Study On China's Urban Housing Security System

With the development of the urban housing system reform, the market mechanism is playing an essential role in optimizing and improving the allocation of housing resource. Due to the market failure, middle and the low-income families often lack the ability to pay, and they can't resolve their living problems if only depending on themselves. Especially in recent years, the commercial house price has been rising rapidly, which makes middle and the low-income families can't afford to buy their houses. Thus our government establishes a series of policies such as economically affordable housing, low-rent housing and housing accumulation fund systems for the middle and the low-income residents. These three policies play an important role in resolving the housing problems of the middle and the low-income families. However a lot of problems have appeared during the process, which makes the housing security's effects unsatisfactory. This requires us to take the existing urban housing security system into wide-ranging consideration. According to the real situation of China's urban socio-economic and housing development, we should learn the experience of the housing security system from the United States, Japan and Singapore, study and implement the housing security system for the middle and the low-income residents, further clarify the three major tasks such as government's macroeconomic control, market supervision and housing security system building so as to establish one more scientific, reasonable, efficient and fair housing security system, resolve the living problems of the middle and the low-income residents in our country. The urban housing security system mentioned above is of theoretical values and practical significance to transform and improve the government functions, implement the scientific concept of development and building a harmonious socialist society.By using standardized and empirical analysis, this paper analyzes the theoretical basis of the housing security system and the history and current situation of urban housing security system policy. Based on the foreign successful experience in public housing policy, this paper further puts forward some suggestions and conclusions for improving China's housing security system.
