Today's society the degree of development of science and technology has become the impact on economic growth and social development in an important factor in the development of science and technology, therefore it is the rest of the world and our country's successive governments have attached great importance to an issue. Science and technology has always been a starting role in the history of progressive and revolutionary forces. Science and technology as a social activity, and other types of social interaction there is a relationship between the development of science and technology to promote the progress of productive forces and social changes. Today, the study of science and technology development and social relations, academic issues are usually referred to as the STS. Science, Technology, Social of the research study referred to as the STS, it is to explore and reveal the scientific, technical and social complexity of the relationship between the study of science, technology on society's positive and negative effects. As China's economy from agriculture and industry transition to a knowledge-based economy, China's exports in the process of product should be more and more dependent on exports of high additional value of intellectual property products, and intellectual property strategy for the implementation of our government should support this strategic change. In the article on this issue, we carried out a specific analysis, and proposed a number of countermeasures, including the creation of a good social environment, and actively participate in international intellectual property organizations, to actively highlight the Government's leading role in awareness of intellectual property rights such as universal access to all the people.
