Efficiency Evaluation Of Regional Innovation System

Nowadays, the characteristic of regionalization has become more and more obvious. With the deepening of globalization, the competition between countries and districts has evolved to the competition of regions. In the era of knowledge economy, knowledge of technology have become the crucial resources. As an essential part of development of regional economy, region innovation has become a decisive factor for the sustainable competitive advantage and economical growth. However, in reality, the scale of input of innovation resources is always restricted by the natural resources, economy and education and so on, and it is very difficult to improve in a short period of time. Therefore, in order to improve the capability of innovation system, the focus should be given the condition of existed scale of innovation input, to improve the efficiency of region innovation system. Thus, it is a dispensable setup to evaluate the innovation efficiency of regional innovation system, reveals many problems on the innovation development process, proposes some recommends and enforces the innovation capacity and innovation efficiency. Comprehensive and scientific evaluation of regional innovation system can measure the innovation effect, make the scientific decision-making and reduce the innovation risk. Based on this, This paper establish evaluation indexes and models based on a large number of related literature, and analysis detailed annual statistics date in all regions, reveals main influence factors to impact on the efficiency of regional innovation. This paper puts forward countermeasures and suggestions to improve the efficiency of regional innovation systemThis paper has thoroughly studied the issue of evaluation for innovation efficiency of regional innovation system from both theoretic and methodological perspectives. The main research as well as the achievement is summarized as follows.Firstly, the comprehensive review of theory on regional innovation system and evaluation for innovation efficiency of regional innovation system and its development are made. Then, we discuss the importance and necessity on evaluation for innovation efficiency of regional innovation system. We also introduce many efficiency evaluation models which are used universally nowadays, compare and summarize existing evaluation models, analyze their characteristics. Also, the development tendency and deficiency of evaluation for innovation efficiency of regional innovation system has been discussed in the paper.Secondly, Analysis deeply index to impact on innovation efficiency of regional innovation system, and establishes evaluation index system. According to the characteristics of multi-input and multi-output of regional innovation system, Selects DEA has been widely used in the field of economic management as evaluation method for regional innovation system, and establishes evaluation model.Thirdly, the author searches and arranges annual statistics date based on established evaluation index system. Selected model calculates technical efficiency and scale efficiency of all regional innovation system, and proposes related comments and suggestions for the problem of innovation system. To well reveal efficiency changes of all regional innovation system, this paper uses the relative efficiency of the secondary model dynamic evaluates innovation efficiency. The results can well reflect innovation efficiency change and innovation efficiency level. Certainly, different regional the relative efficiency of the secondary are different, to reveal some indexes impact on innovation system the relative efficiency of the secondary, this article effectively recognizes some index based on Grey Correlation Degree method impact on innovation system the relative efficiency of the secondary, and proposes related comments and suggestions for improving regional innovation system efficiency based on Recognition results and all regional features.Lastly, Study shows that different regional innovation systems efficiency are different, and innovation is not exactly match with the level of economic development, for example, low level regional has relatively high innovation efficiency, this shows that analogous regions have a good potential for development. In contrary, some high level regions have a certain problem in innovation efficiency. The future development of these areas will be adversely affected if problems are not well resolved. Based on this, this article proposes countermeasures and suggestions to improve regional innovation system efficiency from the perspective of Macroscopic and Microscopic based on the innovation status and innovation characteristics of all regions.It is an innovative that this paper will combine CRS of DEA with VRS of DEA, and found a new is that this paper recognizes degree of influence from various indexes for innovation efficiency of regional innovation system by using Grey Correlation Degree method. This research has enriched the sduty of regional innovation system,established evaluation index system and used evaluation methods will advance the study of theory of regional innovation systems. State departments will easily grasp developments in the regions by evaluation for regional innovation system,it is basis to control innovation activities.At the same time, various region easily judge the situation of their own innovation,and draw up innovation policy in line with the actual to improve regional innovation efficiency and ability to innovate in this region.
