The Evaluation Of Regional Innovation Efficiency Based On Patents

Innovation is the synthesis of comprehensive economic, S&T and social action; is the important way of regional economic growth as the theme of modern economic development; is an internal factor of economic growth. Facts from regional economic development show that, there is great distinction of regional innovation efficiency among different areas. Innovation and patent are syncretic. Patent is the motivity of innovation, and by right of protection to patentee, it can shorten the periods of innovation, and quicken the course of innovation.To study the essence and countermeasure of the innovation inefficiency based on patent in depth, the Data Envelopment Analysis (DEA) method is introduced into, and a group of indexes are given to evaluate the efficiency of innovation. Using data from 2001 to 2005, the innovation efficiency of 30 provinces/cities directly under jurisdiction of central government are analyzed. The paper is divided into six sections:Chapter one is introduction. In this section, the subject of the study is offered, and the confine of the study is fixed based on the aim of the research. Also, the theoretic and practical significance of this study is discussed.Chapter two is the reviews. In this section, the theories of regional innovation and the theories of innovation efficiency are reviewed as the theoretical base of the study. Also, the meanings of the study on the regional innovation efficiency from the patent of view are pointed out.Chapter three is the index system and model choice. In this section, the paper designs an innovation performance assessment index system for regional innovation. The theory of Data Envelope Analysis (DEA) and the model in the paper are introduced.Chapter four is the positive study. Using the data from 2001 to 2005, the paper analyzes the regional innovation efficiency of 30 provinces/cities directly under jurisdiction of central government.Finally, the paper proposes many development policies and suggestions from inside mechanism and outside mechanism.
