According to the principle of "compensation graded,and keeping balance on the spot" to deal with the reactive power,we could improve the power-factor on the user side and encourage the clients to compensate the reactive power on the spot themselves.In this passage,we have a research on user-side reactive power load management mechanism,and provide theoretic support for the improvement of current "Power-factor Regulating Tariff Measures".From the views of the economical and safety operation of the power grid,we considered the requirement of voltage and line loss for the power distribution network both,and eventually established the power-factor assessment standard calculation model.Besides,taking the analysis of compensate cost for the reactive power on the user-side and the effectiveness assessment of the improvement of the power-factor as foundation,set up the model of power-factor constrain mechanism and the model of incentive mechanism separately The plausibility and effectiveness of the models are testified by examples and we bring forward reasonable suggestions for the current method.
